Disability Payments

For full details of the transfer process from PIP or DLA to ADP, you can look at the Scottish government website.

Visit Citizens Advice Scotland for more advice on your application for ADP.

To apply for ADP, fill in the Scottish government’s application form.

In Scotland, Adult Disability Payment (ADP) is a non-means-tested benefit for disabled people between age 16 and State Pension age (this depends on your sex and date of birth).

ADP replaces Personal Independence Payment (PIP) and Disability Living Allowance (DLA). This process started in 2022 and will continue into 2025. If you previously received PIP or DLA and you live in Scotland, your benefit will automatically be transferred to ADP. You do not need to re-apply and there should be no gaps in payments.

ADP supports people with a long-term disability or physical or mental health condition, which affects their daily life. The support you need is split into two categories:

Daily living

  • Eating, drinking, preparing and cooking food
  • Taking care of personal hygiene and using the toilet
  • Getting dressed and undressed
  • Reading and clearly communicating
  • Managing and taking medication
  • Making financial decisions

Mobility

This can also be affected by mental health, not just physical health.

  • Physically moving around
  • Leaving your home
  • Figuring out a route and being able to accurately follow it

Eligibility criteria for ADP
